Key actors in the re-integration of target groups

 


The central government is the main actor that in the form of policy setting and funding actively intervenes for the re-integration of the unemployed. The government has designated special roles to several agencies to address the issues of educational qualifications, continues vocational training, social exclusion, skill development, employment creation, self-employment, welfare services etc. These agencies act at a local, regional or national level with programmes and services designed especially to serve the needs of the target groups. Such agencies include:

The Ministry of Labour and Social Security is the competent body which sets the policy in terms of employment programmes, and the funding of training and retraining projects. Particularly the Ministry is implementing two major programmes aimed to enhance employment: the Operational Programme for Continues Vocational Training offering training programmes to a variety of fields, and the Operational Programme for Social Exclusion which trains and prepares socially excluded individuals, (e.i. people with disabilities, emigrants, re-patriating etc.) to enter the labour market by subsidizing both training and employment.

The Manpower Employment Organisation (OAED) is the central body for implementing employment policy. One its core activities is the registration of unemployment and the enrollment of the unemployed for benefits. OAED part subsidizes employment either by grants to the companies who hire, or by direct subsidy to the unemployed. It also subsidize the training programmes offered through the Operational Programme for Social Exclusion for the creation of small enterprises. OAED offers other employment programmes such as the STAGE programme which is offered to university or equivalent graduates for work experience. In Beotia OAED subsidizes employment through:
       TEP programmes supporting self-employment initiatives for youth age 18-29 and older 30-64 years old by a grant
        of 3.750.000 Drch.
      TEP programmes for employment experience offered to the same age groups as above, by providing subsidies to
        the companies for part of the wages of hired unemployed.

Educational Institutions and Vocational Training Centres. There are 18 such training organisations that offer vocational training and technical education, with a view to develop the vocational skills of the unemployed for their re-integration to labour market. Their role in identifying, assessing, and developing key skills is addressed in chapter 4. They include:
      Five public Technical Vocational Establishments (TEE)
      Two Vocational Training Institutes (IEK)
      One Centre for Technical Education and Vocational Training (KETEK) which is comprised of one IEK one TEE and
       an Apprenticeship School
      Nine Centres for Vocational Training (KEK)
